OYSTER BAY — Officials say only one more permit is needed so that planned improvements may begin on the West Shore Road, a winding route into Bayville with no shoulder that is considered dangerous. The project is to be broken into three phases, with the first beginning in Cleft Road and stretching into the Bayville Bridge. Construction will begin as soon as engineers and NIFA approve the $30 million plan.
