MINEOLA — The Nassau County Legislature voted down a measure to allow the county to borrow $41 million in order to pay back taxpayers owed property tax refunds. County Executive Ed Mangano had warned that if the plan failed, the county would face drastic cuts in several vital county services - including the elimination of the Office of Mental Health, Chemical Dependency and Developmental Disabilities Services.

Legislators from both sides of the aisle called the battle ugly politics at its worst.
