COLD SPRING HARBOR — The parents of the one of the three children killed in the Fourth of July boating accident called on the US Coast Guard to require capacity limits on large recreational boats. "I can’t stand the thought of my daughter’s death being in vain,” said Paul Gaines, who was with his wife Lisa at a news conference arranged by Senator Charles Schumer. The Coast Guard does not regulate the capacity of recreational boats over 20 feet in length and that makes no sense, said Schumer.

Victoria Gaines, 7, and two others were killed after the 34-foot yacht carrying them and 24 other people capsized on the Fourth of July. The cause of the accident is still being investigated.
