ALBANY — New York State Governor Andrew Cuomo delivered his budget plan for 2013 2014 Tuesday afternoon. The governor pointed out the successes the previous budgets had in stabilizing the state’s economy. Governor Cuomo’s plan aims to close a $1.3 billion deficit without new taxes. The governor also discussed funding for education and for post-Hurricane Sandy recovery.
