LOCUST VALLEY — An arraignment will be held Wednesday for a cement truck driver who is accused of striking an LIRR overpass and hitting and killing a school bus driver. 44-year-old Raymond Ragen is accused of several charges, including manslaughter, DWI, and aggravated vehicular homicide for an incident that occurred in July 2012. The bus driver died on the scene and five passengers were treated for non-life threatening injuries.
