Spring Valley trustee, contractor on trial for theft of government funds

Both suspects waived their rights to jury trial

NEW CITY — Opening statements were made at the Rockland County Courthouse in the trial of Spring Valley Trustee Vilair Fonvil and Village contractor Jermika Depas.

Fonvil and Depas were charged with stealing over $10,000 in funds meant for Ramapo summer camp buses.

Assistant District Attorney Richard Moran says Fonvil asked the Village Board of Trustees in the summer of 2016 to pay Depas over $24,000 to coordinate camp busing for children.

The funds were to be used to hire six bus monitors to supervise the campers, but only three were hired.

Fonvil allegedly cut the other three positions, and asked multiple people to cash checks and then give him the money.

Fonvil allegedly kept $10,000 for himself and Depas is said to have co-conspired with him in the scheme.
