Rockland County exec. seeks to ‘turn slumlords into landlords’ with new initiative

Ed Day announced a fourth prong in his Rockland Codes initiative, formed to combat illegal and unsafe housing

Rockland County Executive Ed Day stood in front of a pristinely kept building on Clove Road in Haverstraw. Serving as a backdrop and example of how an apartment building should look in Rockland County under a new rental registry requirement for landlords in the county.

"We're looking to turn slumlords into landlords," County Executive Day said.

The rental registry requires owners with a building or house with three or more rental units to fill out an online form that asks for the number of units being rented and proof of certification of occupancy, costing landlords $25 a unit.

"We are not looking to gain money we are looking to gain compliance and some order to the rental stock in Rockland County," Day said.

The Rockland County Department of Health will issue a rental registry certificate and landowners who do not have this will face fines up to $2,000 per day per unit that is out of compliance.

"We have ongoing problems with some landlords who take advantage of a tight market and vulnerable tenants to collect rent on substandard housing—that is unacceptable," he said.

Janine Baker who is tenant believes that the registry is a great idea for prospective renters.

"It gives one more set of standards for someone looking for an apartment. It is like being board certified if you are an MD,” Baker said.

The Rockland Codes initiative thus far has assessed more than $500,000 in fines to landlords who have not complied with building requirements.
